And in this respect, technique and tactics count for nothing? Or are they built in to the assessment?

Depends on the difference in strength. Me fighting the cook? Yeah, our techniques matter. Luffy's a cut above, so I'd have to get really lucky if I ever wanted to actually stop him. Or throw him in the ocean, but that'd mean getting close enough to grab him in the first place.

[he's so casual about it, even though there's almost no chance he'd ever have to fight Luffy that way. Not unless another sea witch came along to possess him or something.]

Small quantities, then, are not sufficient to weaken him?

What, like a few drops of water? Nah, it's not that easy. Dunno exactly what does or doesn't weaken a Devil Fruit user. I mean, he does take a shower once in a while and that doesn't do anything. [smelly boys who only shower once a week]
