Hikaru's grin changes to something a bit more smug, and his eyes narrow a little in satisfaction. Because you see, Kaoru;

"He's already given me permission." Well, not explicitly. "Actually, it's more like he just didn't say 'no'." Same thing as giving permission, really. The point is that Kyouya really shouldn't just humour him when Hikaru asks for something, because a month later he's apparently going to find a way to get it.

"Besides, we need something more to keep us safe around here, right? Nobody would ever attack a ship with a dragon!" Come on, it makes sense to keep him. Please Kaoru, please please please please? He'll put it back where he found it if Kaoru tells him to, but come on Kaoru, dragon.

His loses the smug look and turns to a more childishly hopeful look instead; eyes wide and earnest, shoulders brought forward, indicating his good will with his entire body. He knows his twin will see through the act right away, but dammit he wants to keep his new pet.

"Just touch him!" Hikaru's sure that once Kaoru actually interacts with the dragon, he'll come around. "It's a real life actual dragon, Kaoru! How cool is that?!"
