The Navy has a blockade situated in front of the harbor, in an attempt to prevent any unauthorized ships from coming...and also to keep any ships from leaving. There are a good deal of ships here, many of them the largest the Navy has to offer.

Once the fighting starts, other ships in the blockade will rush in to help, and even more in the area will be on high alert. An important thing to note about the battles taking place here is that the Navy will learn from them. So whatever you and your crews decide to do, just remember you're being watched and studied, and everything will be taken into account for future encounters.
